Wisconsin National Guard units that are running Baghdad's International Zone are reporting progress in turning over major areas of the zone to Iraqi control.

On Wednesday they formally transferred the 17-acre Forward Operating Base Blackhawk, which has housed soldiers and contractors since the 2003 invasion of Iraq, according to a 20-page update issued by the state guard's public affairs office in Baghdad. Ibn Siba Hospital, another major property, will be handed over Thursday.
